IWRF Rule Changes

This morning at the IWRF Sports Assembly in Vancouver, BC, the delegates voted on several measures, two worth reporting immediately: Adopted the Canadian proposal for a 40-second clock rule and the IWRF Executive Committee proposal to start the 40-second clock with the game clock. Adopted a 12-second rule. The 12 seconds start when the player gains possession of the ball. More rule changes are likely this afternoon - will post more info tonight. The Assembly also voted to begin a two-year process towards independence from IWAS. All of the proposals being considered at today's meeting may be found at http://www.iwrf.com/2008agm.htm

Note: all rule changes become effective after Beijing. The 2008 Paralympic Quad Rugby games will be played with the existing IWRF rules.

More rule changes

Additional rule changes:

Time outs: changed to four time outs at 30 seconds each which may be called by any player on the court, plus two time outs of one full minute each which can only be requested by the coach or their assistant on a dead ball.

Time between quarters: The time between 1st and 2nd quarters and 3rd and 4th quarters and 4th and overtime periods increases to 2 minutes.

Substitutions on equipment time outs: Substitutions forbidden on equipment time outs when a chair or the player does not have an equipment malfunction that prevents them from playing.

Inbounding: Article 80 (Throw In Violations) changed to remove restriction on number of bounces - replaced with "the inbounder must be the last point of contact for the ball before it touches the floor or a player on the playing court."

Chair checks: The IWRF will require all chairs to be checked before the commencement of IWRF sanctioned tournaments, with random checks taking place throughout the tournament. Chair protests may still be filed.

Sanction for an equipment technical foul that imposes both a time out and a technical foul on the team asking for verification if the verification is not upheld.

Female athletes: The point limit of 8.0 is increased by 0.5 for each female player on the court.

Eliminated devices attached to the chair to hold the ball in place resulting in a mechanical advantage.

New score sheet to be used with wider space to record the minute of the goal to put in the actual time of each goal scored.

Flagrant Fouls: Penalty will be a personal foul and two technical fouls to be served consecutively. There will also be a yellow and red card system. Collect two yellow cards during the tournament and the player is automatically suspended from the next game. Two yellow cards in one game = red card and player is disqualified from the game and suspended from the next game. If a disqualifying foul = red card and suspension from the next game.

Technical Commissioner added for all games at IWRF-sanctioned tournaments.

The US proposal to appoint a committee to review definitions of sport class and sport class status passed.

What this means for the USQRA

When we adopted the IWRF Rules as the USQRA rules, we actually adopted rhe rules as they stood at that time and I interperet that we must affirmatively adopt the rules as changed in Vancouver.  That said, I think it is important that we continue to mirror IWRF rules and would like to get discussion on whether we should or should not follow the rule changes in 2008-09.  I note there are no equipment changes that suggest a phase-in period.

Great Job Wimsey!

I would just like to echo Ed's comment.  Wimsey did a great job of summarizing the days event.  In other news there are reps in Canada from Argentina Colombia and Brazil.  All signs point to the first Americas Zonals in 2009.  Also there are reps here who are trying to bring wheelchair rugby to India.  There are hopes of bringing an international competion to India in 2009 as well.
