All started from a call I made in a local tournament – so hence the considerable involvement of Australians and very few others..
Would appreciate some feedback from folk in other countries

Charging
If any player has possession of the ball, they should be subject to any chair to chair contact in front of their axels, regardless of their point level. If a team doesn't want their low-pointer(or anyone else) 'hammered', they should not pass the ball to them. You don't see football referees penalizing a player for 'lightin' up the kicker on kick offs and punt returns. I don't know any players or fans of qr that want a referee to make a judgement call of how hard a player hit another player. Go play tennis.

Um, yeah you do... it's called "roughing the kicker"....

...while the ball is being returned, the kicker is fair game as long as the hit is legal. I guess I need to make my point clearer, there is not a penalty for hitting a player too hard

Well said, any player with possesion of the ball is subject to destruction. A charge is meant to be called when a stationary player is hit with excessive force.

a low pointer-view
We all play rugby "because" of the contact. Don't ever condescend to low pointers and say that "you're too weak to take a hit." your ass will get picked in a heart beat, with zero remorse.

To be fair it probably one of those things where you had to see it to comment but my feeling is that as soon as you sit in a rugby chair expect to eat court at some stage during the game.
As long as the hit was infront of the axel its all gravy.

Charging
I Believe that there should be a line when theres a charge and not.The reffs usually make the right call (From what I`ve seen).I Believe it should`nt be called most of the time but if a player hits you straight from behind really fast while your at a stop (say your a chaser), it must be called unless you have intention to push them in the key or out of bounds.
