Unofficial AGM Proposal Outcomes & New Business

From my notes of the meeting: 1.) Amends the bylaw amendment procedure so that proposals must be submitted only by USQRA members in good standing. PASSED 2.) Amends the bylaws to adjust the classification of female players for gender consideration. PASSED 3.) Amends the bylaws to codify the submission deadlines for scores and score sheets. PASSED with amendment to change it to “scores and score sheets not posted may not count toward post season eligibility.” 4.) Amends the bylaws to provide for more disclosure of player classification information. PASSED 6.) Amends the bylaws to regulate the play of non-rostered players at unsanctioned tournaments. WITHDRAWN 7.) Amends the bylaws so that games played with “guest players” do not count for USQRA seeding or hosting requirements FAILED 8.) Amends the bylaws to change the team transfer process, so to improve the post season competition. WITHDRAWN 9.) Amends the bylaws to restructure post season. ADDRESSED LATER 10) Amends the bylaws to exempt Team USA members from “preseason game” requirements FAILED 11.) Amends the bylaws to provide for funding of Team USQRA with developmental funds. FAILED 12.) Amends the bylaws to restructure the USQRA teams into three divisions. ADDRESSED LATER 13.) A change to the 40 second clock rule concerning the credentials of the clock operator. PASSED 14.) A rule change to make the length of a quarter 10 minutes. FAILED 15.) A resolution to add a 20 second time out per half. FAILED 16.) A resolution proposing a one-time $100 per team assessment for the purchase of shot clocks. PASSED with additional language requiring the board to seek additional funds. 17.) A resolution proposing a process for maintaining trained score clock operators on all teams. FAILED Pursuant to Art. X., Sec. 3 of the Bylaws, the Board "may propose amendments to amendments at the time of the annual meeting." Pursuant to this power the Board has voted to amend Proposals 9 and 12 dealing with postseason competition into their three component parts: (1) self-selection of divisions; FAILED (2) additional games played requirements in Division 1 & 2; NOT OPENED (3) creation of a third division. Should self-selection pass, a vote will be required on how to structure national championships with six or fewer teams. WITHDRAWN NEW BUSINESS Proposed by Mike Doom, Northridge In a program with more than one USQRA-member team, players may be transferred from one team to the other until rosters for the two teams are set for post-season play December 15. PASSED Proposed by Mike Doom, Northridge If one team fails to qualify for National Playoffs, up to three players may be transferred from that team that does not qualify for Playoffs. If both teams qualify for National Playoffs, they must retain the same roster as for Sectional Playoffs. FAILED Proposed by Kevin Orr Resolution to allocate one-half of the remaining funds for Team USQRA this year and the other half next year. PASSED Proposed by Kevin Orr That a Developmental Funds line item be created for developmental clinics, including classifiers’, players’ and referees’ clinics. It will be funded by up to 50% of International Player Dues collected and up to 50% of International Player Dues already collected, in addition to the $8,150 already allocated from the general fund. PASSED Proposed by Dan McCauley Emergency policy for the 2008 National Championship Tournament: If any player, support staff, referee, or classifier knowingly participates in a game with active, contagious MRSA, they are subject to being banned from the USQRA for life. PASSED

AGM

There has been very little discussion on the AGM. Understanding that it takes time to transcribe it would be great to hear any further discussion on some of the reports and how or if future post seasons will be restructured. 

Also were there any teams that did not meet their requirements? Where are all the stories from teams that hosted games last year? Have any fines been collected? From whom? With regards to the treasury report it says we spent $6,000.00+ for last years national championship game on a dvd that we are now selling to membership at $20.00 apiece? Is there any further use for this DVD? If so what is it?

With regards to the infection vote and passage.  How will that be enforced - by the refs, tournament directors, RAC'S and or Board?

I have to believe that some of the questions were raised, yet because of the inability to get to the agm by some and no detailed reports as yet posted I am curious how the discussion went.

Finally when will the post season top 20 be out?
