15.) A resolution to add 20 second time out per half.

Identify the specific provision to be changed:
Rules of Play, Section 7, Article 54: The time out Rule
The language of the proposal:
To add a 20 second timeout per half that CAN NOT be banked or carried over for 2nd half or overtimes.
State the reason the proposal should be passed:
A 20 second timeout will allow teams to reset on 1 play during a half. The same rules would apply as a full time out however 20 seconds is a very short time and would initially be used as a “reset timeout”

Reset?
The best teams have "reset" timeouts... Do we need to add another?
I think this deserves a little attention.
